James Coyne - Mo. Senate District 19.
These are the issues I see as critical for the State of Missouri and her citizens.
1. Reform the legislative process in the house and senate.
Return to transparent and equitable lawmaking.
The current rules place ultimate power with a handful in leadership. They have the power to stop any legislation, regardless of its popularity. There are a variety of levers leadership can use to prevent good legislation from reaching the house or senate floor, being debated, or receiving a vote.
Leadership also possess the power to punish those members who do not vote as told to. This is done by refusing to further any bill proposed by a disobedient member, denying committee chairmanships, cutting off campaign cash, etc. The result is those we elect have no power to bring good ideas to a floor vote and live under the fear of being replaced in the next election.
The solution is to reform the process by returning power to move legislation back to the entire elected body. This includes many factors outlined at Moleadershipproject.org (then click more info on the plan). Perhaps the most important is guaranteeing bills with the most support and co-sponsors are first to be heard and voted on. This change would require a majority of Senators or Representatives to vote for it at the rules meeting held at the beginning of each session, or by legislation or citizen petition.
If elected, I will not vote for the current rules and will work for their reform with all members.
2. Protect the sovereignty of the state of Missouri, and it’s citizens, freedoms and property.
We must decouple our state from the money and influence of the Federal government so they can not commandeer state resources to enforce their agenda, often counter to the will of our citizens and elected officials. The doctrine of anti-commandeering is well established and was used as the basis for the recently passed 2nd amendment preservation act. (Thanks to Ron Calzone and Missouri First). This Missouri law prohibits state resources being used for unconstitutional Federal infringement on our right to keep and bear arms. The powers states granted to the Federal Government in the Constitution are limited and specified. All others are retained by the states and the people.
Let’s start acting like it.
Another good example of protecting property is the Gold as legal tender bill sponsored by Senator Eigle, and years before, Representative Paul Curtman. Gold and Silver as legal tender is protected in the U.S. constitution and Texas now has a state Gold depository open to individuals.
A transparent election process with hand counted paper ballots, cast by legal Missouri residents is another aspect of protecting our rights.
If elected, I will protect the rights of all Missourians from Federal or Corporate infringement.
3. Cut the size, scope and budget of Missouri State Government and eliminate the state income tax. In the last 6 years, the state budget has almost doubled, State bureaucracy will continue to balloon unless stopped. This eats away at the wealth and liberty of our citizens and weakens our state. This includes breaking the monopoly of Government schools with compete school choice. Parents should be able to use funds set aside for their kids to attend any school they believe is best.
If elected I will work to cut state government, spending and the size and influence of the bureaucracy. I will vote no on any bill or spending that is not constitutional, essential for state government and transparently funded.
